Conformance per CONSTITUTION s14, candidate cd3e756 (tree 6143d0fe): larabill 1765 passed / 0 failed; clientes 4181 passed with 2 pre-existing inventory failures measured identically against the base package commit (zero regression); reference consumer already exercising the new submission flow (AID-1664 merged).
